Technology Consultant

Client Objectives
Our client needed to ensure that disparate and mission-critical technology applications and systems were fully tested and integrated prior to a cutover of operations.
There could be no room for error due to the national importance of this undertaking and as much of the security and response capability of this country was reliant on the successful delivery of this project.

The Boartes Approach
Our consulting team worked across a number of different stakeholder groups to ensure that requirements were developed and understood by all parties, development priorities agreed on, configuration management established, and vendor management controlled. With such a complex technical integration development, there are usually issues during string and system testing. This engagement was no different.
The key was to use all the assembled experience to dissect and analyse the applications and platforms, while keeping key stakeholders informed.

Results
Delivery of these leading-edge technology and communication platforms and applications has given the client the opportunity to manage and interrogate data in order to be able to assign and attach forces in the accomplishment of an operational mission.
Command and control functions are now performed and integrated through an arrangement of personnel, equipment, communications, facilities, and procedures under the control of a Commander in planning, directing, coordinating and controlling forces and operations

Security Planning & Ops

Client Objectives
Our client had won the right to host a major super-event, which was the largest event undertaken in that country to date. The client wanted to ensure that all stakeholders and participants would feel safe and secure, that threats would be anticipated in advance, and that the reputation of the country would be enhanced via the implementation of a comprehensive, yet practical security overlay.

The Boartes Approach
Security was one of the 51 functional areas of the organising committee for this super-event, albeit an extremely important one given recent global incidents. The Boartes approach required a concerted and consistent stakeholder management and communication effort in conjunction with the client both within the committee, and also to other key stakeholders such as police, military, coastguard and general public. Once the Security Master-plan, Security Framework and Security Roadmap had been developed and agreed on, the Boartes team focussed on five main areas: venue security overlay planning, venue security operations planning, secure communications planning and implementation, security force training, and command and control design and support.

Results
This super-event was staged with a bare minimum of disruption to games operations and stakeholder groups, notwithstanding the mass movement of athletes, officials, VIPs, workforce and spectators etc. Furthermore, the support Boartes provided to local security officers and officials ensured that operational issues were dealt with quickly and efficiently in a consultative manner via the overall games Main Operations Centre.

Project Management

Client Objectives
Our client needed to appoint a consultancy to assist them project manage the procurement, development, integration and commissioning of a national secure Terrestrial Trunked Radio (TETRA) network. The client wanted to ensure that agencies and users received a quality and robust service, and that capital and operating costs would be recoverable. Furthermore, it was essential to establish a strong strategy and business plan, as well as repeatable systems and procedures.

The Boartes Approach
Boartes assembled a diverse project team including subject matter experts in system integration, radio system design, network infrastructure, dispatching and terminal equipment, fleetmapping, testing and acceptance, procurement, training, and project management. The team reported to the Boartes Project Manager to ensure progress vis-à-vis the master control schedule. The PMBOK methodology was tailored and implemented for this client to ensure best fit-for-purpose.

Results
The importance of this ongoing project to the client's overall future development has ensured that the complexity of this three-year project has been controllable. Central to this have been proactive client communications, a transparent change control process, use of appropriate subject matter experts, and the involvement of the client at a governance level.

Olympic Consulting

Client Objectives
The Athens Olympic Organising Committee (ATHOC) required an experienced consulting company with a proven track-record in the Olympic Games. ATHOC was charged with conducting the Games and they had to coordinate security operations with all the Hellenic security agencies. This included: police, civil defence, emergency medical services, military forces, coastguard and other specialist organisations.

The Boartes Approach
Boartes undertook a comprehensive requirements analysis to determine the capabilities and functional outcomes required to ensure security for the Games. Once consensus was achieved with key stakeholders, a strategic master-plan was developed that addressed the formation of a dedicated security force, identified the command and control requirements and paved the way for the security forces to prepare for their role during the Games. Additionally, Boartes was able to identify the new technologies and systems required by the Games Security Force and assist ATHOC in acquiring the systems from world-class providers.

Results
The Athens Olympic Games were held in a protective and secure environment that balanced security with the overall sporting objectives of the Games. The Hellenic security forces were able to specify, acquire and operate a range of new systems and command & control facilities during the Games and these systems now form the legacy for ongoing security operations. These massive security projects were achieved on-time and with cost savings of more than €150M against original estimates.

Command & Control

Client Objectives
Our client wished to develop a world-class, state-of-the-art command centre that would support operations of the current and future security forces. The project had been given the green light by the appropriate agencies but the oversight committee was struggling with the enormity of the project.

The Boartes Approach
Boartes was asked to establish a project team to support the oversight committee in developing a plan, selecting contractors and managing the construction, fit-out and commissioning of the facility. Our initial design was based on functional requirements and formed the basis of a design brief; subsequently Boartes was involved at each step of the construction process to ensure the facility matched the end-user requirements.
In parallel, Boartes was commissioned to design, procure and implement the computer-based control systems and communications to support the functions of the command centre.

Results
The facility was designed, constructed and fully integrated in record time. The facility now forms the focal point of the national security infrastructure and is the envy of the region. Boartes continues to work with the relevant agencies to implement the change-management aspects of this groundbreaking project.

Capability Development

Client Objectives
Our client wished to undertake a complete review of a significant maritime capability with the view to improving and increasing their capabilities.

The Boartes Approach
Boartes appointed a project team which comprised key expertise in change management, maritime operations, key technologies and project management. The team then undertook a comprehensive analysis of the current state of affairs and produced a Gap Analysis Report on the shortfalls. With the approval of the client, an acquisition and development strategy was implemented that addressed the following aspects of capability: People, Organisation, Systems, Training, Equipment and Doctrine (POSTED). This comprehensive analysis then supports the development plans for the future phases of the project. When complete the re-development project will exceed USD$500M in value and will be implemented in a series of phases over 5+ years.

Results
Despite the initial complexity and scale of the project Boartes was able to clearly and accurately define the client's requirements in a concise and logical manner. Based on our comprehensive POSTED methodology we were able to establish clear and achievable milestones under a master project schedule that realised a significant and tangible improvement in the client's capabilities. The project continues to progress well in terms of budget, schedule and outcomes.
